How Startup Virginia is building scalable capital-access infrastructure for its founders

Startup Virginia wanted to give fundraising founders access to a much broader universe of relevant investors, without asking its team to manually build and continuously maintain that research infrastructure in-house.

Startup Virginia supports entrepreneurs across its incubator community with connections, programming, mentorship, and fundraising support. When founders begin raising venture capital, however, one challenge becomes especially difficult to solve at scale: identifying which investors are actually relevant to each company.

Historically, Startup Virginia's team relied heavily on its own relationships with venture capital firms and angel groups, along with relationships founders had developed themselves. Those networks could be highly valuable when there was a clear fit, but expanding beyond them required significant manual research.

Founders often know they need to raise capital but have much less visibility into which investors are actually relevant to their company or where they have a credible path to an introduction. The Startupverse gives our founders better information to work from, and it gives our team another tool to help them build a focused fundraising strategy rather than spending months reaching out to VCs who were never likely to be a fit.

The challenge: going beyond the existing network

Startup Virginia already had something many founders lack: meaningful relationships within the investment community. Its team could help founders identify investors they knew, make connections where appropriate, and add institutional knowledge that a founder researching independently would not necessarily have.

The challenge was breadth.

Conducting a wider search for investors was largely manual for both Startup Virginia staff and founders. Every company has a different industry, stage, geography, round size, and investment profile, which means a useful investor list cannot simply be reused across the portfolio.

Building a larger proprietary investor database internally would create another problem: maintaining it. Investment theses change. Partners move. Funds raise new vehicles or stop investing. Contact information changes. Startup Virginia wanted to provide founders with access to a much broader universe of potential investors without taking on the responsibility of continuously researching and maintaining that universe itself.

Why Startupverse

Startup Virginia chose Startupverse as the infrastructure layer underneath that work. The organization gains access to a broad investor dataset and company-specific matching capabilities, while retaining the ability to add the knowledge that makes Startup Virginia's own network valuable.

We wanted to give founders access to a much broader universe of relevant investment funds without trying to build and continuously maintain that data ourselves. Startupverse gave us that research infrastructure in a platform that was approachable for founders to use and simple for our team to administer, while still allowing us to layer Startup Virginia's own investor relationships and knowledge on top of it.

Rather than replacing Startup Virginia's existing relationships, the platform gives the team a way to make those relationships more useful within a larger fundraising workflow.

Funding the partnership

Startup Virginia funded its initial first-year license using grant funding that had already been allocated for software. That meant the internal decision was less about creating a new budget category and more about deciding where those existing dollars could have the greatest impact.

Startup Virginia saw value on both sides of the equation: better investor intelligence for fundraising founders and a more scalable way for its own team to support them.

We felt that giving fundraising founders better investor intelligence, while also making our team more effective in supporting them, was a high-impact use of that funding.

Combining investor data with Startup Virginia's relationship intelligence

Startup Virginia is still early in its rollout of the platform, but the team is already beginning to add its own institutional knowledge. That includes tagging firms where Startup Virginia has existing relationships and identifying investors that have previously backed companies in the SVA community.

For a founder, that changes the question from simply:

Which firms invest in companies like mine?

to:

Which firms fit my company, and where might Startup Virginia be able to help create a stronger path into the firm?

As adoption expands, Startup Virginia plans to use the platform alongside founders to:

  • Build and refine targeted investor lists
  • Identify investment firms that fit each company's stage, sector, geography, and raise
  • Surface relevant partners and verified contact information where available
  • Highlight firms where Startup Virginia has relationships or prior portfolio connections
  • Help founders prioritize where to spend their time
  • Manage investor outreach and fundraising conversations through a centralized pipeline

From thousands of investors to a focused fundraising strategy

Startupverse's AI Firm Match helps founders narrow a large universe of investment firms into a much more focused group based on their company and raise. From there, founders can identify the relevant people within those firms, access verified contact information where available, and organize their outreach through the fundraising pipeline. Startup Virginia can then layer its own knowledge onto that process.

The biggest opportunity for us is the combination of better investor targeting, direct access to relevant VC contacts, and the ability for founders to manage their fundraising pipeline in one place. The AI Firm Match can help a founder move from thousands of potential investors to a much more focused list, while the partner-level data and verified contacts help them identify the right people at those firms and the pipeline tools let them manage outreach and conversations through the fundraising process.

Layering Startup Virginia's own relationship intelligence on top of that gives us a much stronger tool for helping founders decide where to spend their time and where we may be able to create a warmer path into a firm.

A scalable layer of capital-access infrastructure

The organization model also changes how Startup Virginia can deliver fundraising support operationally. Instead of manually recreating the research process for every company, Startup Virginia has a shared system its team and founders can use together.

Administrators can manage founder access, add institutional relationship data, understand how founders are engaging with the resource, and support individual companies when deeper involvement is warranted. Founders, meanwhile, can conduct much more of the underlying research and pipeline management themselves.

That allows Startup Virginia's team to spend more of its time on the areas where its involvement is most valuable: strategy, prioritization, relationships, and potential introductions.

Built for the way founder-support organizations actually work

Startup Virginia's implementation illustrates a broader challenge facing accelerators, incubators, universities, and other entrepreneur-support organizations. Capital access is rarely just a data problem.

Organizations bring relationships, history, judgment, and local ecosystem knowledge that no generic investor database can reproduce. But relying entirely on those relationships can limit the universe founders are able to explore, while conducting bespoke investor research for every company can quickly overwhelm a small team.

Startupverse is designed to sit between those two approaches. It provides the research infrastructure, investor intelligence, contact data, matching tools, and fundraising workflow, while allowing the organization to layer its own relationships and expertise on top.

I'd think about it less as adding another software platform and more as adding a practical layer of infrastructure to your capital-access work. The value for Startup Virginia is that it combines investor intelligence, relationship data and pipeline management in a platform that is straightforward for founders to use without a lot of onboarding or friction. It is also affordable enough to be sustainable for an ESO like ours, and the administrative features give our team visibility into founder engagement and the ability to manage access easily.
Noelle James

For Startup Virginia, that creates a practical way to expand the fundraising support it can provide without having to recreate the underlying research infrastructure for every founder.

When you combine that with your organization's own investor relationships and knowledge, it becomes a very practical way to strengthen the support you can provide founders seeking venture capital.
